Cacti Timezone Changing

Hi Sir,
This is Atiqullah, i have question that how can i change my Cacti Time zone now its 11 of Feb 2016 and its 12:08PM but my cacti time is (Wed, 10 Feb 2016 23:25:51 -0800) showing me this time in its server and based on this time creating graph i want to change my Cacti time to +4:30 Kabul time, so how can i do it and please contact me on my skype address alu14581 to solve this issue or send me an email to my email address atiqullah.ahmadzai@easyconnect.af i m waiting for your possitive reply...................................Ahmadzai.
