ERROR: opening 'D:\www\cacti/rra/****.rrd : No such file or

Here is the error I'm getting:

ERROR: opening 'D:\www\cacti/rra/vcty2n1r1_traffic_in_155.rrd': No such file or directory

When I go to the 'Data Sources' section (with debug turned on), I get this:

What isn't happening is that the .rrd file isn't being created. I can run this command manually from the command line and it works fine. Is this a file system permissions issue? I've given 'everyone full' access to troubleshoot this issue to the rrdtool.exe and the rra folder....and nothing.

Once I run the command manually, the graph shows up.
