can't get poller.php to run in command line

Been trying to install cacti on windows server 2003. I have the task for poller.php setup but I'm not getting any rrd files. When I try to run poller.php at the command line I get this:
>php poller.php
Content-type: text/html
X-Powered-By: PHP/4.3.9

<br><strong>This script is only meant to run at the command line.</strong>

I think you must specify the full path of poller.php

php c:/cacti_dir/poller.php
