Migrating to Cacti from MRTG and Servers Alive

Hi All,

Just a quick question. We have always used Servers Alive as our alerting system. We have hundreds of devices on the network, I work for an ISP.
My question is can Cacti be configured with dependant devices. What I mean is this.

Lets say there is a simple network with 3 switches.
If switch 1 is down then switch 2 and 3 should not be polled as they depend on switch 1 and there should only be an alert sent about switch 1.

Is there a way to do this with Cacti, I realise it's primarily a graphing utility.

Would switch #2 and 3 be reachable if #1 is down? If cacti determines a device is down (using a variety of methods you can configure), it won't poll them until back up again.
