UGROUP plugin not showing up in RTM

I am a new to Cacti user. I have a Cacti 0.8.7i with PIA 3.1 RTM 2.0.8 for SAS installation. I have installed the UGROUP plugin along with archiving the current files replaced by the patched files. I have installed and enabled the plugin but when I look on the Config -> Cacti Utilities -> User Management screen I don't see the additional tabs shown in the installation documentation. Since this is a custom installation provided by IBM to SAS I'm wondering if they are hiding the "Console" tab and showing the "Config" tab instead?
