95th Percentile Explained / Verification

Good day,
I've been trying to verify the 95th percentile output. I haven't been able to find my specific question, so if it's been asked, please let me know.

In my example, I have a graph for the month of September

As you can see, the 95th percentile shows 10.88mbit

I download the csv file to verify the data. The spreadsheet shows 8640 entries for the month of September, If I total the entries up and divide by 8640 I get the "Average" shown in the image above. So it looks that this figure is perfect.

As you can see, Average of 352.06k and 2.32M

Here is where I might be doing something wrong, and feel free to flame. My thought is I should be able to take these totals, sort them from smallest to largest, and go down 95% and be right at 10.88mbit. Again, total of 8640 entries (lines, cells, whatever) and 95% of 8640 is 8208. If I look at the stats on line 8208 I'm not lining up with 10.88mbit. I show 10.815mbit down and 1.166mbit up, with a total of 11.982mbit.

With all this said, I'd love to hear what I might be doing wrong, or if I'm not understanding how the 95th percentile is calculated. From the reading on the forums, I think I understand it, but I'd love to be wrong.
