Turning off thold doesn't help, uninstalling thold restores access to the "Settings" page.
Reinstalling thold leads to an empty Settings page again.
I am using Cacti-0.8.8b.exe all-in-one install from this forum.
I deliberately turned off and uninstalled a few other plugins, still no luck.
Either I have all those plugins and thold uninstalled with Settings page accessable and fully working, or I have thold installed (both with and without other plugins), and an empty Settings page.
Any hints, please?

Sorry, I haven't searched properly, the solution is to comment the following line:
define_syslog_variables()
in the file
\cacti\plugins\thold\includes\settings.php
define_syslog_variables()
in the file
\cacti\plugins\thold\includes\settings.php
