If host is umanageable, the graph shows 100%

Need help on my cacti settings. When the host is unmanageable, the graph shows 100%. Can anyone knows where can i find the correct settings?

ah, custom graph template.

Does the stock traffic template show the same spike?

rrdtool graph debug output would be helpful (click the wrench icon).
