broken graphs from cacti

Hello everyone
I'm a new cacti user and I was assigned to maintain a system with cacti.
However the graph generated by this system is broken and the broken time looks like no rule.

I have try to do the folloing thing
1. increase "SNMP Timeout"
2. increase "The Maximum SNMP OID's Per SNMP Get Request"
3. rrdtool say nothing as debug mode turn on
But it doesnot work.
What should I do?
Is there anything I should pay attention?


This system configuration is as follow
OS: windows server 2003
RRDtool: 1.4.X
SNMP: NET-SNMP 5.X
CACTI: 0.8.8a

The machine which was installed CACTI is also monitored by CACTI.
However the graph is also broken.
What I should pay more attention?
