Plugin Management

Hello, i am having this problem, when i click in the "Plugin Management" the page wont show anything. I am trying to install some plugins like weathermap and monitor but i am not having success.
I am really new in this kind of things, im sorry if there is already a topic whit this problem.

At the beginning the plugin management works fine but after i install the weathermap starts doing what i told before.
