Does dead hosts notification adhere to cacti failure count

Most of the systems i monitor with cacti are not vital, so I don't really care if I get notified the second they are noted as down; however if it is down for an extended period I may want to know. Does the thold plugin use the "Failure Count" from the poller settings to trigger a dead host notification? Obviously in this case I'm not talking about thold breaches, just dead host counts. I thought if that was the case I could just ramp up my failure count to a high number so that if a device accidentally gets powered off for a few minutes I don't get an email.
