New Install all working but hung on index.php

I have just finished installing v8.6, followed win direction. The first time I went to open the website a page came up thanking me for using Cacti and to click next. I did another page came up verifying my paths, I clicked next again. Now I get to a page that I'm stuck on?

I don't see any logs generated yet? Has anyone seen this before.
