Threshhold Not working..

Here is my Threshlod template configuration (find attached file)
Here I have set threshold that Gives warning when my Cpu_system_usage goes 80 % and Alert when reaches 90%. I applied it on my servers. Unfortunately I am not receiving any msg. I am getting thold msg when server goes down or up. Is there any missing in my configuration ????
