I cannot seem to get the SSL plugin to show under Plugin Management. I have placed the SSL plugin folder (both index.php and setup.php are in there) to the plugins directory and still no luck. Am I using the wrong plugin directory? Do I need to configure a config file to update list of plugins?

I thought I read somewhere that manual configuration of config.php was no longer needed? If it is still required, what do I need to add?
Does "$database_ssl = false;" need to be set to true before it will show up under plugins?
