Syslog Plugin is empty

Hi,
I have a problem with syslog. I have installed Plugin architecture and syslog,settings plugin. Also installed rsyslog service. I configure switch,firewall logging to forward messages to the server. But Syslog plugin is empty. I put some config files.
OS: Centos 5.7(i386)
Cacti: 0.8.7i
PIA: 3.1
Syslog: v1.22
settings: v0.71


rsyslog.conf
