Help me to explain peak rate and average graph

My server 's on an ISP and they have limit international bandwidth with 1 MB. ( download & upload or inbound & outbound)
-- Graph 1--

So I decided to pay for upgrade international bandwidth to 2 /5 (download 2MB and upload 5MB)
-- Graph 2--

but peak rate still 's on top so I upgraded inter bandwidth again 2/7
(download 2MB and upload 7MB)
-- Graph 3--


ISP let me know , the graph of using bandwidth 's still full. So they upgraded to 2/10 for trying 10 days.

My questions are

1. How we can know that bandwidth's using is full ?
2. is the peak rate graph able to mention full ?
3. When we decide to upgrade bandwidth which graph we have to look?
4. If everyone see the graph , Which bandwidth is suitable to my server between 7 MB , 10 MB or Upgrade more than 10 MB?

Please open your mind. All graph are generated by Catti.
Your answer doesn't add on any knowledge for other people.
I think it's better if we discuss about both lines of graph and get some knowlege .

Your average usage rises to your service speed as your service speed increases.

Your peak usage clips to the top of your service speed as your service speed increases.

This indicates that whatever you are doing is utilizing any available bandwidth, with the exception of when you are at a 10M service speed, where there is some gap between peak and average.

10M is what I would go with.
