I installed the version of the CACTI 0.8.7.G on Windows 2003 server with plugin architecture 0.8.7G-PA-V2.8.

Which version of plugin monitor should I install and where we download it?

Which version of SPINE should i install and where we download it?

The plugin FIX64BIT is it functional for cacti 0.8.7.g-PA-V28?

This is more of a windows question.
In general, you should use 087i+PIA; but I don't know the requirements for that on windows as I'm a unix guy.
