I'm not an expert in linux world but I managed to install Cacti 0.8.7g and PIA with syslog 1.22-2 on top of that in Ubuntu 11.04. Cacti with all devices and graphics is working great, but I have problems with syslog plugin. I installed and configured it like it is explained on their page, but only logs I get are from my local machine.
Syslog agents on devices that should send syslog messages are configured fine. I have Kiwi Syslog Server on one Windows machine and devices are sending syslog messages to it without any problems. Where should I start looking in order to solve my problem?

I found out what was the problem.
I had to uncomment
$modload imudp
$UDPServerRun 514
in /etc/rsyslog.conf
I recommend adding that to http://docs.cacti.net/plugin:syslog.config
