How to monitor User activity on cacti

I am working at a clients site, where they want to capture information such as which user forced killed or suspended a job using cacti. The idea being that there will be application users in RTM that will be allowed to manage queues that belong to them. But RTM doesn't have the capability to verify queue against user . So i thought if we can somehow capture who did the kill, then a script can be written to generate a report for any " Illegal" kill.

I have checked cacti log, nothing in that.

LSB.EVENTS has some entries for kill, but the id next to it is that of LSF admin. So again I am not able to associate the kill with the user who did it.

Any ideas ?
