Graphics problem

Hello,
I just installed Cacti correctly, I used the following components:
MySQL 4.1, PHP5.2.5, Apache 2.2.6, Cygwin.
Creating a device and its graph is successfully but I can not see the graph.
The picture of the graph is unavailable
The graph in debug mode gives me the following information:

ERROR: opening 'C:/Cacti/rra/14/32.rrd': No such file or directory

the file "c: / cacti/rra/14" is available but it is empty

I hope an effective solution to my problem, I am placed with a company and it only remains for me a long time.
