cacti plugins - menu tabs not working

Greetings all... I've got a weird one and I've searched all over google and these forums for something similar but without any luck. I recently built a new cacti server (old one had hard disk trouble) and installed 0.8.7g and am running plugin architecture 2.8. I am able to install plugins ok but when I click into a particular plugin (like nectar) using the tabs at the top of cacti, I get a fun mess. The menus for cacti lose their text, shape, and graphics. Also, hovering over the menu icons (like the button that should read "console") I see a path to a non-existent web page. For example, hovering over console from the main console screen would normally show www.mysite.com/index.php. When I click into the nectar page and hover over the "console" button, it shows www.mysite.com/plugins/nectar/index.php. There is no index.php in ./plugins/nectar/ so this obviously causes problems. Also, some of the links for adding items to a nectar report lead to nowhere as well. Does anyone have any ideas as to what might cause this? I attached a screencap of what this looks like when it's acting up.

have you had any chance to solve your issue?
I beleive it may be similar to the one I have here http://forums.cacti.net/viewtopic.php?f=14&t=42597 .
My configuration is exactly like yours.

thanks for your reply. Include/config.php is configured to /cacti/ .
I created a link in the /var/www/html directory that points to /var/www/cacti/.

I really tried everything. I am sure it is a mis-configuration issue but I can't understand what it is.

I checked this and there is no variable in that file that specifies a url path. Should I add url_path = path_to_my_cacti_dir ?

It wasn't there in my conf either.
I added the value but it did not change anything. I have set up a machine 3 times but keep getting the same issue.
