settings-v0.7&cacti-0.8.7g--can't work

I already copied settings' file to the plugins file, like this "drwxr-xr-x 3 cacti cacti 4096 Jul 21 07:01 settings",and the include/config.php no matter what I set like
$plugins = array();
$plugins[] = 'settings';
or
$plugins = array();
//$plugins[] = 'settings';
in the "Plugin Management" can't found it!!but I can found the thold in "Plugin Management".
what can I do ??
