Weird Issue With Graphs Not Showing, and then Showing

MySQL: 5.1.50 
PHP: 5.2.14
RRDTool (Cygwin or Win32 version): 1.2.30
Net-SNMP: 5.1.50 
Cygwin (cygwin1.dll version): Latest
Plugin Architecture: ?

I should firstly say I used the all in one installer from BSOD2600 which worked so far perfectly, up until the graphing section. The only reason I made this thread though, is because it's a weird error.

[*] If I select the red Graphs tab I get nothing in the window.
[*] If I select the Preview icon on the far left I do get graphs, but with no data
[*] If I select Graph Management, then click on one of the devices I've setup, I again see the graph, but with no data as shown below. (Please also see that RRDTool says OK, when yesterday it said it can't find any files in the RRA folder, but more on that a little later)



But yesterday when I set this up, the debug mode said there are no files in the RRA folder which was true. I then went home, and came back into work today and it's saying there are files in the folder, but there aren't any at all still! Is the RRDTool debug mode confused?

Also, under System Utilities | Technical Support, it says the RRDTool version is wrong even though it isn't

I'm very new to this, so I am sure I've left out some details, but I have some 3rd line guys here to help me too. So if you need more info from me please let me know.

1) did you follow the post-install instructions?
2) the cacti scheduled task properly running?
3) followed the cacti debugging guide yet?

Execute poller.php from command prompt or set the file to scheduled task for every 5 minutes.
