I have recenetly installed Cacti on both a Linux distro and a Windows 2000 server with the exact same issue.
Running the cmd.php from a command line appears to work fine, however my images are not updating on either box. PLEASE HELP

It is probably a permissions issue...
I'll give the same advice I've given a few other people - search out the UNIX distro SENTINIX (OK its here:http://www.sentinix.org/)...
That includes a fully configurred version of Cacti (.8.3), as well as some other apps...
Its easy to upgrade to version .8.5a too, i'd also recommend installing Webmin (http://www.webmin.com) onto the box - makes adminning Linux SO much easier!!
