I Cannot make the graph appear to all server

I have the cacti 8.7e installed here , the problem I have is that some graphs do not appear the data that it supposed to show.

I have checked the permission issue and its is ok

when I start it and I select the debug mode the message is

"ERROR: opening 'C:/Inetpub/wwwroot/cacti/rra/7/100.rrd': No such file or directory"

Others graphs from the same server work fine.

What am I suppose to check now?
