1) quadruple posting doesn't get you help faster. If anything, it pisses off those that help.

2) read/follow http://forums.cacti.net/viewtopic.php?t=11747

I tried to do as much research as possible but everytime I see you redirect me to your "Readme before posting" link.

also when I access the localhost menu I get a tiny message on the upper left screen:

$plugins = array(); $plugins[]='update';$plugins[] = 'settings'; $plugins[] = 'hostinfo';

Please any help would be greatly appreciated!

Have you read/followed all the links for your problem(s)?

Perfect example WHY I need you to read the link I keep reposting... without the cacti/PIA version, I cannot give you the correct information regarding this issue.

-Cacti 0.8.7e
-Spine 0.8.7e
-Apache 2.2.14
-MySQL 5.0.88
-PHP 5.2.11
-Net-SNMP 5.5.0.2
-RRDTool 1.2.30
-GetIF 2.3.1

this is from installer. Seems when I try to run the Apache server I get errors.

1) did you use the installer over an existing Cacti installation?
2) look at /include/global.php or /include/config.php for those enabled $plugins[]. For cacti 0.8.7e, it should only be in global.php.
3) for apache errors, look in its error log.
