CACTI doesnt work ! the way it should !

Hi Guys
I have installed cacti on ubuntu server 8.10 - 32 bit on Hyper-V as a VM.

it install correctly.

The cacti web interface is so tempramental it loads up.
i login and then it comes up with
404 website not found.

the server stays up, obviously the web server seems to be working ! but i cant see the .php page and cannot login, even if i do...it looses connecytion within seconds?
i am a complete novice to LINUX and i though i will ask for LINUX experts.

can someone please help with this? i would be very grateful ?
