Please Help with Graphs

Hello All,
I am running Cacti 0.8.5a on IIS with mysql-4.0.18-win, php-4.3.5-Win32 & rrdtool-1.0.40.x86distr.zip-5.8

The graph template shows up but there is no graph in it - no values.

This is the output in the DOS screen when I run the task scheduler:

and the graph .....

I get the scale with X & Y axis but the values are:
Inbound: current: -1;#J, max: -1,#J etc....

Please give me some clue as to what is going wrong.
