Down server emails not working

I have a Cacti install that the down device emails are not working. I have set up the email settings and I can successfully send a test email. I have tried playing with most of all the settings for email and still can't get it to work. I have a linux install of cacti and the emails work like a charm for it. The windows install info is below:

Windows 2003
Version 0.8.7d
mysql database

[BSOD2600]

I assume you're using a plugin? Which one? Make sure you're using PIA 2.6 and the latest version of whatever plugin too.

The fact a test email is successful, would lead me to believe the email is going to junk mail or something.
