Can seen to get it working

I used the windows installer to install
cacti.

My problem is that i cant seem to get it to log data
it dose not seem to run in windows sheduler
but i run the php command and i get the following in the
log.

From the log I think that the script dose not see my
configuration but i have configured a device and
data source

any way here is my command and log..... please help

PS: I also have this at the top of my web pages
$plugins = array(); $plugins[] = 'update'; $plugins[] = 'hostinfo'
Am i missing something.
