Don`t run NPC on cacti 0.8.7e with windows server 2003

I install cacti 0.8.7e with windows server 2003, http://forums.cacti.net/viewtopic.php?t=14946 but don`t run NPC

1) plugin issues go in the plugin forum. Moving.
2) have you followed the README in the NPC plugin folder on how to set it up? What errors are you getting?
