Help! Do not create graphics in a cacti

I installed Cacti on a server running Win2k3 R2, Install WebServ:

But Graphs cacti does not draw
In what could be the problem?

1) cacti 0.8.7e is the latest. there are also patches.
2) if you're going to use plugins, then you need PIA 2.5 with cacti 0.8.7e.
3) Linux templates don't work on a windows box.

There is no php.exe or Access Denied?
