Spine 0.8.7e and snmpv3 AES Support + Library/Header Errors

All,

I have made a small change to spine to further the efforts to better support snmpV3.

The two files should be placed in your build directory. I would like verification that this is indeed solving the AES problems.

I have also added a new configure option to force the library checking that is causing some people to not be able to run spine. Using this version, you will have to forcibly enable that check.

I've just tested!
For my case v2 & v3 polling now works fine!
