Unable to run patch command

Hello.

I've followed the PA install guide from:
http://cactiusers.org/wiki/PluginArchitectureInstall

But I cannot run the patch command from cmd.exe command line:
patch -p1 -N < cacti-plugin-arch.diff

It says, patch is not recognized as an internal og external command, orable program or batch file.

Where do I find this patch file?

I'm using a windows server with IIS web server.
Used the windows installer to setup cacti. (from here:
http://forums.cacti.net/about14946.html

What am I doing wrong?

I think i got it.

The windows installer package , does not include cygwin...
I'm trying out that now.

EDIT: TADA. It worked.
