End to End QoS with Encryption

I have a remote router that is attached to some very slow links. In between that remote router and my local router is a cloud of routers with encryption. The problem is when that remote router experiences congestion, I would like the local router to enact Class Based WFQ or stop sending packets altogether until the congestion in the remote router is resolved. The middle cloud is costly, so I'd like to NOT send packets that will just be dropped at the remote site. Anyone know what I can use? I looked into ECN, but that is a protocol between router and END Stations (which I have no control over). I'd like an ECN facility but only between routers.
