ICMP on Linux/UNIX requires root privilege?

Hi

I'm running CentOS 5.2 with cacti, I want to give root access to cactid so ICMP works, I found this
"Please use "chmod xxx0 /usr/bin/cactid" to resolve" while searching for an answer to my problem

I can't seem to find cactid - it's not in the location above and search doesn't seem to turn anything up (although I'm a bit of a linux noob)
