Have you changed your Config.PHP to specify you are running Windows ?

I believe that version of EasyPHP might be 4.06, which I found to be problematic, especially when it comes to running any secondary command processes. Upgrade to 4.11 or 4.12. If you do that, find the PHP.INI file posted a few weeks ago and use it as a template. Just change the paths to reflect your directory structure.

Also, it might be confused running the DOS internal "Echo" command, perhaps you can test it with one of the Cygwin or UnixDOS echo.exe equivalents. You can find them at http://unxutils.sourceforge.net/

Did you look for the existence and location of c:/easyphp/www/cacti/log/rrd.log ?

Also, I'm not using the PHP cron to update my .RRD files. This app might be more appropriate for timed repetition app execution:
