I just install cacti on a server, I had to modify the rra files to point to the apache group of www-data (ubuntu) for Cacti to even display the empty graphs. The poller.php doesnt seem to do anything and the cmd.php results in weird errors such as sh: /perl: no such file. cactid seems to work but it still doesnt plot any graphs.
Adding the poller to cron results in the poller.php becoming a zombie.

I have figured out what was wrong if anyone is wondering.
Operating System
Ubuntu Server LTS 8.04
Fix:
Ubuntu has two config files one for the apache module and another for the CLI. Safe mode was off for the apache mod but not for the CLI so the CLI was running with it one and makes sense /rrdtool not found. Switching safe mode off and adding the mem limit to 256mb renders my cacti install in the beginning of it's life.
