403 forbidden

I have been looking through all the posts I can, with no luck. I hope you guys can help. This is a new install on FreeBSD. Here is my httpd.conf entry:

<Directory "/usr/local/www/cacti/">
Options Indexes FollowSymLinks
AllowOverride Limit
Order Deny,Allow
Allow from All
</Directory>

Alias /cacti/ "usr/local/www/cacti/"

I have used chmod 777 on all files and directories including the cacti directory itself.

When I go to http://localhost/cacti it cannot find the page and when I go to http://localhost/cacti/ I am getting the error 403 forbidden
