Are you attempting to get to that URL from a workstation connected to Cacti via the network, or FireFox running on the same machine that you're running Cacti?

Create a very simple html file or maybe php file with phpinfo() in /var/www/html/cacti/

Then use your browser on the same system with your cacti to browse:
http://localhost/cacti/yourhtmlfile.html

If u can read/see your html output, you know your apache configuration is OK.

Your situation might be u are missing some libraries instead. No mod-php?
