Plugin Management Problem

when i attempt to see the installed plugins on plugin management, i cannot see the already installed plugins as you see below. what could be the problem?

The plugins that you have installed need to be PIA 2.1 compliant. If they are backwards compatible, for example, below PIA 2.0, then they won't show here.
