The October version of the UK Magazine Linux Magazine http://www.linux-magazine.com/issue/35 covers installing and using Cacti. Note that the on-line version is not yet available and the print version covers the .6 release but does mention the update to the .8 release.

Yes, i am the guy with the sunglasses I wrote the german version and it was translated by the linux-magazine-team. I thought it was a good idea because cacti is a very great and useful tool for admins and there was no documentation or a howto in german language.
I am planning an article for cacti 0.8.* but i have problems getting started with it. I will go deeper with 0.8.* over the christmas-days and hope that i'm able to run cacti in 2004
