[HOWTO] Install Cacti 0.8.7b Ubuntu 6.06

Hey All,
This is my first contribution to the open source communtiy. As a beginning linux user I found that some of the current guides for installing cacti assumed some linux experience. This guide, though not perfect, helps fills in some of the gaps for issues that I had during my new install. I also included some links to pages that helped me through the install. I had to install cacti 4 or so times before I felt comfortable with it and this guide was the result of those trials. Also included is some information on the Plugin Architecture and the Syslog install with Syslog-NG.
