generate an alarm when cacti not able to poll a device

I am trying to generate an alarm when cacti not able to poll a device. Has anybody done this type of work? How can I do this?

Both the MONITOR and MANAGE plugins can do this. You'll need to install the PIA first though (version of this depends on the Cacti version you are running)
