Can not select sites and group under the manage plugin

I am getting these error messages when I run a debug to check my manage plugin tables by going to:

Configuration-settings-misc-plugin manage 0.5

I can not manage sites and group using the manage plugin.
When I click on the manage tab under CONSOLE to manage sites/groups, i see immediately the following warning:

"Warning: mysql_fetch_array(): supplied argument is not a valid MySQL result resource in /usr/share/cacti/plugins/manage/manage_ajax.php on line 349"
