RRDTool install File

I have a very basic question, its in reference to the Installation Documentation on the Cacti website.
Where is the RRDTool Zip / Install file for windows located on the cacti website?
The documantation says "RRDTool - Install from the Cacti website. Install into the C:\cacti directory"
I cant find any reference, can you please help me
