I have the Threshold plugin installed. I just had a question about capabilities. Say I wanted to alert if bandwidth went about 18MB for more than 15minutes on a 20MB circuit. Would that be possible with this?

Yes, absolutely.
Create a threshold template for "interfaces" > "in"
and another for "Interfaces" > "Out"
Set the upper limit to 18meg, set the number of cycles to 3 (if your poller runs every 5 minutes)
Most interfaces report in kilobytes, as opposed to bits, so you may need to do some math to find the correct value to put into your thold.
Then go to the device and select "create graphs for this host" , then "auto create thresholds"
That should do it.
Makesure you configure the emails and such in "settings" > "Mail/DNS" and in "settings" > "Alerting/Thold"
