error running cmd.php from prompt

Hi, when I run from the command line the cmd.php file, get this error:

But if access from mozilla, run perfectly!!! (http://localhost/cacti/cmd.php) It create rrd files and graphs...
Is running on Linux Red Hat 8, with php 4.2.3 and mysql 3.23.56
Any idea?
