Term and Conditions

I have access points in place at a local airport. When different customers come in to the airport and access the internet through their wireless laptops they would like to access them without having to set the terms and condtions of the access points. How can I configure the terms and conditions on the access points? I need this answer ASAP. Thank you for taking the time. :)

I believe you're in completely the wrong forum for this question.
