Separate notifications for dead hosts
Is there a way to have emails sent to separate addresses based on the device that is down? The network guys need to know when the network stuff is down, and the server guys need to know when the servers are down. They don't really need to know when the other guy's stuff is down.

Currently... no. I will probably be adding this in the future, but currently my plate is overflowing, and I'm not the fastest eater.
Granted, there could be a round about way, which may or may not fit your needs, it doesn't use the threshold plugin at all though.
Have Cacti log to syslog, have your syslog client log to mysql, have the syslog/haloe plugin alert on those log messages and create rules there for each device.
A small modication is needed in Cacti to have it log the description and IP of the device that is down, but its fairly easy to do as I have already done this on my systems.
